Constitution of the Kingdom of Boralani

Adopted in the Year of the Crown 1987

Revised by Parliamentary Charter, 2004 and 2019


PREAMBLE

We, the people of the Kingdom of Boralani,
mindful of the vast ocean that surrounds and sustains us,
grateful to the generations who crossed the Pacific under stars and trade winds before us,
and determined to preserve our islands, reefs, waters, and communities for those yet to come,

do affirm our loyalty to the Crown,
our respect for law and customary tradition,
and our duty of stewardship toward the land and sea entrusted to our care.

In recognition of the dignity of every citizen,
the unity of our scattered islands,
and the enduring responsibilities of self-government,

we establish this Constitution
to secure justice, stability, and ordered liberty;
to protect the sovereignty of the Kingdom;
to preserve the heritage and environment of Boralani;
and to uphold peace, resilience, and mutual obligation among our people.

May the Kingdom endure beneath the Southern Stars,
guided by wisdom, moderation, and the spirit of the voyage.


ARTICLE I

The Kingdom

Section 1 — The State

The Kingdom of Boralani is a sovereign constitutional monarchy founded upon:

  • parliamentary government,
  • the rule of law,
  • customary tradition,
  • and stewardship of land and sea.

Section 2 — National Sovereignty

Sovereignty resides jointly:

  • in the Crown,
  • the Constitution,
  • and the people of Boralani.

Section 3 — Territory

The territory of the Kingdom includes:

  • all islands and atolls of Boralani,
  • internal waters,
  • territorial seas,
  • and maritime zones recognized under international law.

Section 4 — Capital

The capital of the Kingdom shall be:

ARTICLE II

The Crown

Section 1 — The Monarch

The Monarch is Head of State and symbol of national continuity and unity.

The Crown shall:

  • safeguard the Constitution,
  • preserve the sovereignty of the Kingdom,
  • and serve above partisan politics.

Section 2 — Succession

Succession to the Throne shall occur according to:

  • hereditary custom,
  • and laws enacted by Parliament.

Section 3 — Royal Duties

The Monarch shall:

  • open Parliament,
  • appoint the Prime Minister,
  • formally assent to legislation,
  • and issue national proclamations during emergencies.

Section 4 — Reserve Powers

In exceptional constitutional crises, the Crown may:

  • dissolve Parliament,
  • call new elections,
  • or appoint a caretaker government
    in accordance with constitutional law.

ARTICLE III

Parliament

Section 1 — Legislative Authority

Legislative authority shall reside in:

Section 2 — Structure

Parliament shall consist of:

  • elected representatives from island constituencies,
  • and members designated for outer island and customary representation.

Section 3 — Elections

General elections shall occur every:

Four years

unless dissolved earlier under constitutional authority.

Section 4 — Conduct

Members of Parliament shall conduct themselves with:

  • dignity,
  • restraint,
  • and respect for the Kingdom and its people.

ARTICLE IV

The Government

Section 1 — Prime Minister

Executive authority shall be exercised by the Prime Minister and Cabinet.

Section 2 — Cabinet

Cabinet ministers shall oversee:

  • finance,
  • fisheries,
  • maritime transport,
  • health,
  • education,
  • resilience,
  • and other departments established by law.

Section 3 — Responsibility

The Government remains accountable to Parliament and the Constitution.


ARTICLE V

Rights and Duties of Citizens

Section 1 — Equality Before Law

All citizens are equal before the law regardless of:

  • island origin,
  • family lineage,
  • religion,
  • or economic status.

Section 2 — Freedoms

Citizens possess the right to:

  • speech,
  • peaceful assembly,
  • lawful political participation,
  • and religious practice.

Section 3 — Duties

Citizens share responsibility for:

  • preserving the environment,
  • protecting the reefs and waters,
  • obeying lawful authority,
  • and contributing to community welfare.

Section 4 — Land Stewardship

Customary lands and marine areas shall be protected from reckless exploitation or permanent alienation.


ARTICLE VI

The Judiciary

Section 1 — Judicial Independence

The courts of Boralani shall remain independent from political interference.

Section 2 — The Royal High Court

The highest court of the Kingdom shall be:

Section 3 — Sources of Law

The courts may consider:

  • constitutional law,
  • parliamentary statutes,
  • common law traditions,
  • and recognized customary law.

ARTICLE VII

Environment and Stewardship

Section 1 — National Stewardship

The reefs, lagoons, forests, fisheries, and waters of the Kingdom are part of the shared inheritance of the Boralani people.

Section 2 — Environmental Protection

The State shall protect:

  • coral reefs,
  • mangroves,
  • freshwater systems,
  • marine biodiversity,
  • and traditional fishing grounds.

Section 3 — Future Generations

Government policy shall consider the welfare of future generations in all major decisions affecting land and sea.


ARTICLE VIII

Emergency Powers

Section 1 — National Emergencies

The Government may declare states of emergency during:

  • cyclones,
  • tsunamis,
  • pandemics,
  • armed threats,
  • or catastrophic disruptions.

Section 2 — Limitations

Emergency powers shall:

  • remain temporary,
  • remain subject to parliamentary review,
  • and preserve constitutional rights insofar as practicable.

ARTICLE IX

Foreign Relations

Section 1 — Sovereignty

The Kingdom shall maintain independent foreign relations and shall not surrender national sovereignty to any foreign power.

Section 2 — International Cooperation

Boralani shall pursue peaceful cooperation with:

  • Pacific neighbors,
  • regional organizations,
  • and the international community.

ARTICLE X

Amendment of the Constitution

Section 1 — Constitutional Amendments

Amendments require:

  • approval by two-thirds of Parliament,
  • and assent of the Crown.

Section 2 — Fundamental Principles

No amendment may abolish:

  • the constitutional monarchy,
  • parliamentary government,
  • or the sovereign independence of the Kingdom
    without approval by national referendum.

FINAL DECLARATION

This Constitution shall stand as the supreme law of the Kingdom of Boralani and shall guide the nation in peace and adversity alike.

May wisdom govern the Crown,
moderation guide Parliament,
and stewardship preserve the Kingdom beneath the Southern Stars.
